Well, what if this was the same method, but just plotted with different quality requirements?
That's in fact what this is. It's the exact same CV and Bias data, but each time a different quality requirement is imposed. The Normalized Method Decision chart changes the operating point based on the context of the quality requirement.
It helps you realize what a big difference exists between different quality requirement sources. Under one set of goals, this method would be unacceptable. Under another set of goals, this is a world class method.
